As the head of Tropico, you're the brilliant mastermind guiding a mass of bumbling idiots, and it is through your power and will alone that any of them manage to accomplish anything in Tropico 5. You set the budgets for every building and figure out where everything needs to go, like whether you'll keep food on the island for your people to eat, or if you direct it to a cannery and sell it to the highest bidder. Each of these choices come with consequences, though. Eventually, you have enough factions on your island that they'll start having their own ideas of how to run Tropico best. Their opinions are wrong, of course. Only you know best, but their concerns still have to be addressed lest you find yourself in the middle of an uprising. And those are troublesome things.
All of these different factions, their leaders, and the choices you make that mold their opinion of you are vital pieces that reflect the game's central focus: keeping you in power. Whether you're kind of cruel doesn't matter, so long as you can maintain your position. And that fits with the game's cheeky sense of humor. Your advisor, Penultimo, is so foolish that he'll spout Batman jokes while you hunt down crime lords, or get distracted by jewelry when you first learn how to refine gold. It's a tone that seeps into the game at nearly every level from missions and diplomatic errands to curt quips when rebels get testy.
Granted, all of these things come at a cost. If your people are starving it's hard to maintain a strong, healthy work force. Without that, you won't be making much money at all--either for Tropico or your offshore accounts. Corruption too, while advantageous for your dynasty, drives up the cost of buildings, making critical resources tougher to provide for your populace.
It pays, then, to keep your people happy and healthy. It's easier to just give them decent housing than it is to suppress protestors, but sometimes things don't always go your way.
Tropico 5 is about managing in and outflows of resources. And that's not always consistent or stable. Your sole connection to the world outside, at least at first, is your port. You have to trade for anything you can't make directly, and trade is the key to keeping your coffers filled. Food is your first priority. But once you've got your citizens fed, you can start cutting down your forests and refining the lumber into planks to sell. Or you can bypass that--try to find a gold mine and make jewelry instead, or grow sugar and distill it for rum. How you build out your economy is up to you.
The opening is simple because you'll only have one supply chain to worry about at first. As your nation grows, new resources will become available, others will deplete, and trade routes will shift. Each of these forces acts like a test, of sorts. They check to see if your island's fledgling economy is strong enough to weather shocks.
In time, Tropico will throw in even more complex forces. Different factions like the United States and USSR will pressure you to trade with them. They'll ask you to supply them with materials, and, in true, tongue-in-cheek Tropico fashion, you'll have to wrangle your incompetent staff from making a fool of you on the world's stage. It's telling that one of the most advanced technologies you can research is just "Table Manners." It's an effective chain of events that, while repetitive, keeps you on your toes. You can't settle into a set economic strategy because some external force or an idiot islander will always come up and nudge you off that course.
In action, it all just works, and while Tropico tries to offload some of the micromanagement involved with transportation, for example, there's still plenty of layers of depth here for those that want to dig into the game. In a welcome surprise the console versions translate almost all of that depth. That's rare for a console port of a PC strategy game, a genre notorious for its dependence on a mouse and keyboard, but the transition isn't perfect.
The biggest problem I had was when I was trying to track down a few crime bosses to have them assassinated. They were stirring up some trouble and while police force knew who they were, my coppers weren't doing much to put them behind bars. Since Tropico renders every one of your citizens so that you can follow them around, bribe them, or gather useful info about how your people live, I was able to track down one crime lord. I zoomed all the way in to highlight him and then I had him killed.
As I soon found out, though, I nabbed the wrong person. I not only had a political incident on my hands, but I'd wasted some money and lost a valuable worker. I tried again and missed a second time. Finally, I got him on the third attempt, but the sequence was frustrating and showed that while Tropico's console port is pretty spot-on as strategy games on consoles go, it still has some minor problems. Though, viewed from another, more satirical lens, it's possible my fumbles were representative of the collateral damage powerful figures incur when they use dirty tactics to silence their opponents. Perhaps I'm reading too much into it.
Tropico 5 on consoles is a great port. It's a faithful recreation of the PC classic and a welcome addition to the scant city builders console players can enjoy.
Tropico 5 Review.
At first glance, Tropico 5 seems dangerously similar to its still-recent predecessor, Tropico 4, and you can be forgiven for wondering whether developer Haemimont games didn't just tweak the graphics and slap it in a box. The music, the characters, most of the gags, and the art are almost indistinguishable. That feeling of deja vu is misleading, however, because Tropico 5 improves on Tropico 4 in one key way: it's a more challenging and engaging city-builder, one that does a better job of making me feel like the tin-pot dictator that I’m supposed to be.
As a city-building game, the Tropico series has historically emphasized fun and style over challenge. That's not necessarily a bad thing: it's generally let you get on with the fun of building without tearing your hair out over finicky optimization games like the (also excellent) Anno series. You slap down a few plantations, start exporting bananas and coffee to the rest of the world, and then get to work expanding your shantytown empire — all while taking in the lush sights and sound of a slightly debauched tropical paradise.
Tropico 5 largely sticks to that formula with a couple key changes. First, it now unfolds across a series of eras, each with their own associated buildings (unlocked via a simple and almost meaningless research tree) and world events. You start in the early 20th century and work your way up to the modern era, though the art doesn't convey the changing eras very well.
The march of time also escalates the challenges you face. The early Colonial Era gives way to the World Wars, where both Axis and Allies are furiously buying up supplies and vying for your affections. It creates some basic risk-reward decisions, as getting cozy with one gives you the most favorable trading offers… but could also get you swatted down by the other power.
The circus is in town.
That pattern continues through the Cold War era, at which point your problems are starting to become more economic and political. They also get more interesting. Each new era brings more factions to the forefront, while your own efforts steadily strip your island of its resources. From the Cold War into the modern era, you have to be thinking about making the switch into a more developed import/export economy, lest you risk stagnation.
It also creates tricky and demanding re-development challenges. The slapdash plantation town you built at the start of your game begins to get pretty creaky as residents demand better living conditions and utilities, but nobody likes having El Presidente just demolish his house to build a modern apartment complex. Suddenly my island was divided between gleaming apartment towers and shantytowns, and the desperate have-nots were starting to join the rebel movement.
I do wish Tropico 5 did a better job of showing you what's happening, and why. There's no clear display of what the coverage area of a police headquarters actually is, or why people in one block are happy with their local entertainment options, while the next block are seething with boredom and resentment. There are a few useful overlays in Tropico, but I was dying for SimCity's awesome arsenal of infographics.
Tropico is particularly abysmal at helping you map out your economy. In the late game, when your mines are depleted, your forests have all been clear-cut, and high-output farms have drained the soil, you need to start importing basic commodities and exporting intermediate and finished goods. But Tropico doesn't give you a clear sense of what's coming in and what's going out. That's a big problem since the late-game economy is entirely about managing that exchange of resources.
On the other hand, that might actually be why Tropico 5 stays interesting. Its economy is dead-simple. Commodities don't really change prices, so you don't need to worry about being plunged into poverty by a sudden collapse in the price of bauxite or tobacco. There really is always money in the banana stand, but that's not really how the world works. Tropico 5 could do with a more dynamic economy, one that throws more curveballs your way. Especially in the endgame, when you unlock buildings and technologies that basically make every problem disappear.
Nevertheless, I still had a tricky and rewarding time just trying to evolve my island without wrecking it or getting deposed. From time to time, people expect an election, even a rigged one, and most voters identify with a few opposing ideologies. Those ideologies change with the development of the island, however, so you always have to keep an eye on the balance of political power and know where to put your thumb.
Fortunately, even if the endgame starts to let you down, there's a pretty entertaining multiplayer game here. You and some friends start together on an island and immediately start trying to fulfill challenges for points, like see who can export the most cigars and who can be the first to build a drydock. Since you're all competing for land, eventually you start to run into each other, and you can even begin sending your armies out to fight and destroy each other's buildings. It's Tropico as an arcade game, and it's a nice addition, even if it doesn't totally address Tropico's issues as a city-builder.
There is a lot that I like about Tropico 5, and it will probably hold my interest far longer than Tropico 4 did. But at the same time, it's rough edges are a continual annoyance. The larger issue is that while Tropico 5 definitely introduces some new challenges and ideas, it's still a dangerously simple city-builder. That's always a threat with this genre: a well-run city doesn't really require much from you. But Tropico doesn't give me enough reasons to keep playing once I've finished the tech tree and reached the end.
It's a tropical vacation, always pleasant and relaxing… and one that you're always ready to leave behind.

Tropico 5 Penultimate Edition Review.
Tropico 5 Penultimate Edition marks the Xbox One debut for this zany strategy franchise. For the uninitiated, Tropico is a city-builder that rewards a slightly more dictatorial approach than your average Sim City. Always stylish and always fun, Tropico games have traditionally been light on the strategy. This time, though, developer Haemimont Games has changed the focus. Tropico 5 is tough., is that it’s tough. It’s really tough.
How tough can it be? We’ll tell you. We failed the tutorial, bested by politics in the very mode that’s supposed to reach us how to play. However, in failure there were lessons to be learned – our failure was brought about from the compulsion to be an honest and upstanding leader, unwilling to fix the voting system in our favour. It’s almost as if the game forces corruption on you. So, just like real politics, then?
This time around your Tropico adventure – in the game’s Campaign mode – unfolds across different eras, shepherding your tropical island empire from the early 20th century to beyond the 21st.
As with most city-builders, juggling resources and keeping an eye on a multitude of factors and factions to keep your subjects loyal and happy are the keys to success. Of course, you can’t please all of the people all of the time, so which subjects do you keep happy? Do you cavort with the loyalists? Or do you entertain the notions of those on your island who seek to disturb you personally dictated way of life? Everything is a choice – and a balance.
Having built a monolithic Cathedral so the most god fearing of our people could live safe in the knowledge there is somewhere they can go to repent, we were in danger of turning off those who preferred a more lavish lifestyle? Building their preferred restaurants and taverns, though, risked angering our more devout followers.
And so it went on. What of the unemployed and homeless? Should we start work on that new power plant to create more jobs? And where’s the apartment complex needed to house all those new Tropico citizens that arrived on the last ship? These are all factors that need to be monitored and tended to constantly.
And its not just unrest within that you need to handle – as you trade with the outside world you risk angering vagabond pirates and before you know it your idyllic little piece of paradise is under attack.
It’s the breadth and scale that makes Tropico so interesting, as your island nation develops through each era. Your first task is to achieve complete independence from the ruling monarchy, by swinging the favour of the people in your favour and claiming independence. You must do so within an allotted time frame – failure to do so means game over and your dictatorial ambitions in tatters. You can give yourself more time to win the favour of the people, though, by completing objectives in a fashion that pleases your Royal Overlords.
Once the shackles of colonialism are thrown off and you win your independence the game really opens up. With your new found freedom you can race through the campaign objectives or you could take the scenic route and plan your resources accordingly. Good foundations are important – the better use you make of the terrain with which you are presented at the beginning of the campaign, the easier (relatively) your journey will be. Research new technologies and businesses, unlocking new buildings, upgrades and edicts to improve your economic, military, tourist and religious standings.
While the campaign expects you see your civilization flourish over a decade and more, Missions mode lets you experience just how wacky Tropico 5 can be. One mission – ‘The Big Cheese’ – tasks you with taking your small tropical island from the depths of obscurity to the heady heights of being the most prolific cheese manufacturer in the world. No that isn’t a mistype – this scenario genuinely pushes you to export $120,000 worth of premium cheeses, all whilst juggling all the other factors necessary for a successful dictatorship.
Sandbox mode strips out the restrictions of Campaign or Missions, and instead gives you a degree freedom not found in the other modes. You are still challenged with escaping from the iron grasp of the outside monarchy, but once are free from the crown’s clutches Tropico takes on a much more relaxed feel. You can access all the trade routes, have freedom to build at will and explore Tropico to the full. Completing objectives is entirely optional here.
Part of Tropico ‘s overall charm is how beautifully it is designed. While not as visually crisp or polished as other games from this generation, it’s by no means an eyesore and it’s certainly fun to explore your island, replete with rolling hills and flat arid desert lands. There’s a charm in the animations, too; seeing your rural and relatively unexplored town develop into a bustling hub of trade and industry is a joy. Roads change from dirt tracks to tarmac clad highways, goods transported back and forth to the docks more efficiently by means of articulated lorry .
The user interface – often a bugbear in a genre more used to keyboard and mouse – is well designed; the oft-used construction menu can be accessed by simply pressing the Y and almost everything necessary to lead a successful nation is accessible through pressing either the right or left trigger and then one of the controller face buttons. Menus will give you access to your edicts to enable you to issue laws, and change the constitution (determining whether you rule with an iron first or take amore sympathetic approach). Importantly, key statistics – such as the number of unemployed and homeless in your town as well as graphs gauging how well you’re doing on fulfilling various civilian needs – are never more than a couple of button-presses away.
The one thing you’ll take away from your first experience of Tropico 5 is that it tests you. it is frustratingly challenging at times, but still maintains a wonderful quality that encourages you to take your failure and use it to fuel your future expeditions. You’re encouraged to try different play styles to progress further through the campaign on each successive attempt.
In no way does this game take itself seriously, something we had realised long before we found ourselves writing an opera for a pirate king to atone for the offense caused by offering him a cheese not permeated with holes. Tropico will guide you but soon enough the reins will come off and you’ll be unleashed to lead as you see fit. From disgruntled foreign nations to natural disasters, everything will test your powers of dictatorship. Have you got what it takes?

Tropico 5 Penultimate Edition is the most challenging game of the series, and whilst there's a lot to enjoy the campaign will offer significant test. The relaxed sandbox mode, though, makes for a nice change of pace while the irreverent humor and less-then-serious approach to leadership makes this game worthy of consideration by fans of the genre.

Tropico 5 's greatest strength is also its greatest weakness in all of these layers. Buildings have several upgrades that can be applied, and it's clear cut what they do. But sometimes a building “isn't producing” and the game does a really poor job communicating why. Hiring certain types of managers for a building might produce a better result, but it's unclear what type would produce the best without some trial and error. Managers can influence things like beauty, economics, and production rates - but how those numbers change when you install the manager isn't clear. The layers of Tropico 5 's onion are many, and that's a good thing for hardcore strategy fans. But there can be a steep learning curve to be truly successful.
Tropico 5 features multiplayer modes as well, one of which is co-op play. In co-op each player can build their own respective city on an island. You can team up and form trade routes between players, share resources, finances, or even workers to help complete buildings faster. For the most part you'll simply be working on your city with another player that just so happens to be on the same island.
In the few rounds of co-op play we tried, gameplay didn't feel all that enhanced by having another player present. There wasn't any special projects we could both work on, I couldn't send soldiers to defend my partners in time of need, or anything like that. In fact during one game my partner failed to appease the crown really early on and I didn't even realize he had been booted out of the game.
It's along these lines that there's a huge piece missing from Tropico 5 's multiplayer and co-op - the ability to save a game in progress. A later game I was playing with a friend, we had about an hour of time invested, and were just about to break out of the Colonial era. We decided to call it a night but much to our dismay there was no way to save and resume where we were sometime later. This means if you want to play and enjoy an online game with a friend you're going to have to invest several hours into the game at one time.
Tropico 5 isn't a game for everyone, but it does do enough to create its own style and differentiate itself from other sim style games out there. There's a off sense of humor present throughout the game, some of which featured some pretty questionable jokes, but for the most part you'll get a chuckle from your advisors commentary. If sim games are your thing there's lot of layers here to learn and take advantage of as you build your perfect island paradise.
